ATER detecta 400 millones de impuestos no declarados por grandes empresas
Corresponden a grandes compañías que operan en la provincia, que a través de mecanismos técnicos reducían el impuesto a los ingresos brutos · Forma parte de un programa de investigación realizado durante 2021.
En el marco de las políticas de control fiscal que llevan adelante la Dirección de Fiscalización y el Departamento Inteligencia Fiscal de la Administradora Tributaria Provincial (ATER) esta semana se dieron a conocer los primeros resultados de una serie de operativos cuyo saldo arrojó la detección y recupero de más de 400 millones de pesos por parte de un grupo de empresas que desde 2018 a la fecha aplicaban mecanismos técnicos en la determinación del tributo resultando un impuesto menor al que legalmente correspondía, en el impuesto a los ingresos brutos.
El Director Ejecutivo de ATER, Germán Grané manifestó en primer lugar satisfacción por el logro alcanzado en la tarea de control por parte del organismo, poniendo en valor uno de los ejes estratégicos de la gestión que es el fortalecimiento del control en la búsqueda permanente de la equidad tributaria.
“A partir de reestructuraciones estratégicas y los nuevos desarrollos tecnológicos volcados también a la acción de control, estamos dando pasos significativos en materia del ejercicio de la equidad, en tanto estos resultados ponen en evidencia una vez más el flagelo y debate sobre la evasión fiscal”.
En esa línea, mostró su preocupación y lo prioritario que significa combatir las acciones o maniobras tendientes al no pago de impuestos, en cualquiera de sus tipificaciones, resaltando que “el plano tributario y la real capacidad contributiva son determinantes al momento de construir una comunidad más equitativa” dijo.
En ese sentido, agregó que las acciones que lleva adelante la administradora están orientadas a que se paguen impuestos según la real capacidad económica de forma que la provincia pueda invertir esos recursos en el impulso del desarrollo productivo, la infraestructura y los servicios públicos.
El primer operativo de control involucró a un grupo de 70 firmas de alto poder contributivo asentadas en la provincia e inscriptas en convenio multilateral del impuesto a los ingresos brutos. De un total de 300 empresas actualmente en estudio pertenecientes mayoritariamente al rubro servicios se intimaron, rectificaron y aplicaron sanciones al primer grupo por 400 millones con las primeras acciones.
Desde 2020, ATER lleva adelante un riguroso programa de control desde la Dirección de Fiscalización y el departamento de inteligencia fiscal, enfocado a los grupos de contribuyentes de mayor poder contributivo asentados en la provincia y segmentos específicos en lo referido a tributos declarativos a quienes se monitorea minuciosamente de forma electrónica, que incluye cruzamientos de datos propios y coordinación con organismos nacionales como AFIP.
Desde el área de fiscalizaciones remarcaron que tras la detección de las maniobras y desplegado el procedimiento de ley que inicia con las intimaciones de rigor, las firmas en infracción rectificaron las declaraciones ante el fisco y abonaron las sanciones aplicadas y los tributos que dejaron de pagar.

A la luz de estos primeros resultados, desde ATER adelantaron que se está trabajando intensamente sobre otros sectores de alta capacidad contributiva, entre los que se destacan los propietarios de vehículos de alta gama con irregularidades en la inscripción de sus vehículos, los cuales en breve serán intimados.
