Roberto Feletti; Las razones de una renuncia anunciada
Con la cuadra rodeada por la inflación, que amenaza con no aflojar todo lo que se espera en la Casa Rosada, el Gobierno salió hace quince días a quemar las naves buscando cambiar expectativas políticas y económicas con movimientos internos que iban más allá del simple paso de la Secretaría de Comercio Interior a la esfera del ministerio de Economía.
Así se decidió que el organismo que conducía Feletti pasara a depender de Economía. Desde el entonces y hasta el viernes, Guzmán y el ahora exsecretario se reunieron al menos tres veces.
En uno de esos encuentros, Feletti llevó un documento de tres puntos “innegociables” si el propósito era cambiar la mano en la batalla contra la inflación. “Los voy a estudiar”, le dijo su superior. Pero el viernes último, sus iniciativas habían sido rechazadas. Feletti aún no había renunciado pero tenía la decisión tomada.
El equilibrio entre Guzmán, Feletti y Matías Kulfas, ministro de Desarrollo Productivo, ya se vislumbraba inestable por varias razones. La primera era una de las tres condiciones de Feletti, las retenciones a las exportaciones, y la segunda el análisis político del contexto.
La transferencia de Feletti a la órbita de Economía, además de empoderar a Guzmán y darle una última chance para resolver la inflación en un plazo cortísimo, escondía otra movida. Que el ministro más cuestionado por el kirchnerismo absorbiera al único cuadro con algo de influencia en áreas económicas y cercano a la vicepresidenta, Cristina Fernández, y casi que lo obligara a alinearse al éxito o al fracaso de una misión compleja.
Por tales razones, el fin de semana Feletti habló con colaboradores de su espacio para tomar una decisión. “No se quiere inmolar”, decían en su entorno, sabiendo que el desacople de precios internacionales vía retenciones no iba a ser tenido en cuenta por el Gobierno de Alberto Fernández.
Los tres puntos que Feletti le entregó a Guzmán eran los siguientes: el primero, crear un Comité de Crisis para analizar el conflicto global y su impacto en alimentos, deslizando así su deseo de sentarse en la mesa del gabinete económico, en el cual no participaba. El segundo, achicar la brecha entre Precios Cuidados y Descuidados (hoy en un 40 por ciento), dando más aumento a Cuidados y negociando con empresas que no hubiera más remarcaciones. El tercero, implementar un mecanismo para desacoplar precios internacionales.
“Es retenciones, cupos o algo”, le dijo Feletti a Guzmán. El exsecretario cree que antes de marzo era un escenario y luego otro, en relación a los precios, cosa que expresó en su carta de renuncia.
Los técnicos de Comercio Interior habían hecho un cálculo rápido de retenciones e impacto, ya resignados porque buena parte del trigo de la actual cosecha estaba vendido. Calcularon su eventual impacto porque, además, se estaban quedando sin caja para financiar los fideicomisos del trigo, y había que conseguir dinero para sostenerlos de algún lado.
Algunos de los números: cuando se barajó la idea del fideicomiso, en febrero de este año, la tonelada de trigo cotizaba cerca de 25 mil pesos y el Gobierno suponía que podía llegar en el mediano plazo a 32 mil o 34 mil, es decir, un subsidio de entre 7000 y 8000 pesos. Pero hoy el valor es de 45 mil pesos, ergo, el subsidio es de 20 mil.
Si en el momento más álgido de la crisis, se hubiese tomado la decisión sobre las retenciones, aseguraron cerca de Feletti, se hubiese llegado al siguiente escenario: si sólo se hubiesen subido retenciones del 12 al 15 en trigo (también pueden aumentarse las del maíz, del 12 al 15, y las de girasol del 7 al 15, sin pasar por el Congreso Nacional), el Estado hubiese conseguido ingresos por 638,75 millones de dólares.
Con esos ingresos hubiese logrado dos cosas. Un derrumbe inmediato de los precios internos de productos básicos y, a la vez, fondeo para sostener los fideicomisos de precios estables y otras medidas.
El Gobierno recalca, sin embargo, que la mayoría del grano del año está vendido y que, hacerlo ahora, sería recrear un escenario de inestabilidad para lograr efectos magros.
Pero Guzmán ya había dicho, días antes, que no habría retenciones. Y lo propio había hecho Julián Domínguez, titular de Agricultura, quien más enfrentado estaba con el secretario de Comercio Interior saliente. Pero el mundo presiona y Feletti insistió en ponerlas.
“La India cerró las exportaciones y nosotros nos preocupamos por el impacto mientras aumenta el pan”, se quejó el fin de semana un dirigente camporista que observa el nuevo ecosistema de toma de decisiones. India es el segundo exportador mundial y hasta la publicación británica The Economist alertó esta semana sobre los riesgos alimentarios de no proteger los mercados internos.
La dinámica de los grandes productores de alimentos gira alrededor de la protección de los precios internos, pero en la Argentina el debate es si se puede o no discutir retenciones, que son una herramienta bastante menos radical que cerrar las exportaciones.
Todo ese cóctel, político, técnico y económico, precipitó la renuncia, casi obvia, de Feletti.
