Francisco Azcue adelantó quienes ocuparán algunos puestos claves en su gestión

Azcué graficó que la vara está colocada bien alta para lo que viene: “quiero ser el mejor intendente de la historia de Concordia”, afirmó.

Más allá de lo alusivo al cargo personal, de inmediato defendió la construcción colectiva y los insustituible de sumar al mayor número posible de actores.

Allí habló de “una nueva generación de dirigentes que transforme esta ciudad, que la lleve a lo más alto” y que, en ese camino, “el pueblo concordiense se vaya identificando con esta gestión, para que termine siendo parte”, para lo cual “voy a fomentar y a alentar la participación ciudadana, a través de un gobierno de puertas abiertas”.

· El organigrama y nombres que se vienen

Para la diagramación de su equipo de colaboradores, Azcué elaboró un esquema “en función del trabajo de los equipos técnicos de todo nuestro frente y la tarea que se articuló, todo este tiempo, con los equipos de Rogelio Frigerio”, con la ventaja que “nuestro gobernador será, nada más y nada menos, que nuestro líder político”.

Seguidamente señaló que ya tiene “definido el organigrama y las personas que lo van a integrar”, aunque se excusó en detallarlo por completo, “porque no queremos que se inicie un manoseo de esos nombres”, pero deslizó que “la gran mayoría surge de esos equipos técnicos”, que vienen trabajando desde antes de las PASO.

Ante la insistencia para conocer al menos algunas de esas personas, respondió que “fundamentalmente, debo decir que son personas idóneas, honestas y con experiencia. Algunas en el campo privado, otras en instituciones intermedias y otras también en la gestión pública”.

Tras ello, dio una serie de nombres y las áreas en las que se van a desempeñar, aunque “esto no quiere decir que vayan a quedar al frente de estas secciones”: Sebastián Aristide (Desarrollo Humano), el ingeniero Roberto Varela (Desarrollo Productivo), Alejandro Daleve (Tránsito), Oscar Ramírez (Servicios Públicos) y también “personas jóvenes, como el abogado Gabriel Enguelberg, actual presidente de la Juventud Radical de Entre Ríos”, aunque en este caso no puntualizó el sector en que se desempeñaría.

También rescató a “personas que han demostrado su idoneidad en la actual gestión”, ya que “priorizamos el trabajo a cualquier otra cosa”. Allí ponderó “perfiles como los de Diego Sauré, en Salud y de Martín Méndez, en Deportes”. Aunque afirmó que “podría nombrar a varias personas más, que tienen la capacidad e idoneidad para las funciones que cumplen”.

Azcué remarcó que, aquel que lo acompañe deberá estar dispuesto al grado de exigencia que se les impondrá, “ya que hasta ahora, lo único que logramos es el cambio en la alternancia política”, pero lo que sigue es dar respuesta “a toda la expectativa que hemos generado”.

La consulta sobre futuros funcionarios incluyó a organismos provinciales con sede en Concordia. Aunque en ese caso, Azcué respondió que “son decisiones que tomará nuestro próximo gobernador y nosotros confiamos en su capacidad y su criterio”. El electo intendente afirmó que Rogelio Frigerio “tiene a Concordia como una prioridad y sabe de la importancia de estos organismos”.

· Posicionamiento ante el balotaje

Por último, el electo intendente de Concordia fue consultado sobre la postura que, personalmente, toma ante el tercer capítulo electoral que se avecina. Sobre ello, Azcué se encolumnó detrás de Rogelio Frigerio. “Mi posición que es la misma que ha tomado nuestro gobernador, nosotros nos declaramos neutrales. Más bien prescindibles”.

El próximo titular del Ejecutivo municipal entiende que, a nivel nacional, “los argentinos han decidido que Juntos por el Cambio sea oposición” y para eso, entre otras herramientas “tenemos una estructura parlamentaria en el Congreso de la Nación”.

Si se tomara posición por alguno de los dos candidatos en pugna, “no estaríamos oyendo u obedeciendo el mandato popular, porque nosotros no entramos al balotaje. Fue un resultado que obviamente no esperábamos, pero lo respetamos y vamos a cumplir con nuestro rol como oposición”.

· Eventos de verano

La gestión que viene arrancará con la responsabilidad de realizar una serie de eventos que son inamovibles del calendario recreativo, deportivo y turístico de la ciudad. Puntualmente, la Fiesta de la Citricultura, el Maratón de Reyes y el carnaval.

Casualmente, son tres celebraciones que el futuro intendente conoce desde adentro, ya que, en el caso de la Citricultura, “tengo el honor de que un tema mío sea el tema de la fiesta”, mientras que, en el caso del carnaval, hubo una edición “en la que toqué en el carro de músicos de Bella Samba” y en lo que respecta a la prueba atlética, “la corrí dos veces”.

Azcué ratifica la importancia de esta trilogía y asegura que “son eventos de nuestro patrimonio cultural. El carnaval es el más identitario, lo mismo la (Fiesta de la) Citricultura y ni hablar de la Maratón de Reyes”.

Es por eso que “en esta Comisión de Transición que se ha conformado, hemos delegado a personas de nuestros equipos técnicos, para esta tarea articulada con la gestión actual”. Las cuales se vienen diagramando ahora, “pero se desarrollarán en nuestra gestión”, es por eso que “personas idóneas están trabajando en forma conjunta con los funcionarios de la actual gestión, para tomar todo el trabajo que se viene realizando y potenciarlo”.

· Prioridades y urgencias

Sobre las cuestiones que atenderá desde el primer día de su gestión, Francisco Azcué colocó la lupa en el problema de la pobreza, afirmando que “esa es la urgencia y la prioridad”.

Admitió que la gestión llega con “un plan de gobierno en base a tres pilares, el desarrollo productivo, el desarrollo humano y orden institucional” y que en cada uno de esos campos “tenemos acciones a corto, mediano y largo plazo”.

Pero reiteró que, en lo inmediato, no se puede desconocer “la situación de pobreza en la cual vive el 58% de los concordienses” y dentro de ese grupo, “el 69.2% de nuestros niños”. Para eso será fundamental “una reestructuración del Estado y la reasignación del presupuesto”, aunque inmediatamente aclaró que ese abordaje será “con otro paradigma, ya que la posición asistencialista no ha sido beneficiosa”.

Azcué insistió en que “no vamos dejar que nadie se nos muera de hambre o (abrigar) si alguien tiene frio. Eso no está en discusión”, pero se apostará a “brindarles las herramientas que necesitan para salir adelante, para desarrollarse, para crecer y no depender más de Estado. Por lo menos no de esta manera”.

Para Azcué, esta política de “Estado presente” se consolidará con la descentralización del municipio, “de crear distritos, de crear delegaciones municipales”, ya que “necesitamos llegar a cada barrio de Concordia”, afirmó
